Access by First Nations to necessary financial resources has been denied or restricted largely by the inability to effectively manage or transfer the various types of actual and perceived risk attached to most financial transactions.

Structured finance techniques and various methods of alternative risk transfer, including the use of bespoke insurance products, can provide the necessary risk management tools required to make capital more accessible to First Nations and/or reduce the effective cost of that capital.
